NY STATE DFS PPE (99072) letter- patients are not responsible.

Update: Oxford/UHC/ NYSHIP (Empire Plan) and 1199 DO NOT PAY FOR THIS CODE.

As of 09/08/20-there is a new CPT code 99072 became available for PPE.

Definition 99072:

Additional supplies, materials, and preparation time required and provided by the physician or other qualified health care professional and/or clinical staff over and above those usually included in an office visit or other service(s), when performed during a nationally declared public health emergency due to respiratory transmitted infectious disease.

Coding Guidelines:

Code 99072 is to be reported only once per in-person patient encounter per provider identification number, regardless of the number of services rendered at that encounter.

Code 99072 is designed to capture the following practice expense factors:

  • Time over what is included in the primary service of clinical staff time to conduct a pre-visit phone call to screen the patient (symptom check), provide instructions on social distancing during the visit, check patients for symptoms upon arrival, apply and remove personal protective equipment, and additional cleaning of the examination/procedure/imaging rooms, equipment and supplies
  • Three surgical masks
  • Additional cleaning supplies (e.g., hand sanitizers, disinfectant wipes)

HOWEVER, as of 09/09/2020 as per NY STATE DOH there was a letter sent out to providers from various insurance payers: Anthem BCBS (Empire), MVP, EmblemHealth warned providers not to collect any copay, coinsurance for PPE.

IF the patient was charged for PPE, the provider has to refund they should issue a refund to members immediately and contact your Empire Network Services representative to report the following:

  • Member(s) impacted
  • Total refunded to member(s)
  • The refund process

NY Medicaid Reimbursement for COVID-19 testing and Specimen Collection (for Pharmacies)

Coding Guidance for Pharmacies

New York Medicaid plans will reimburse Providers for COVID-19 specimen collection or CLIA waived COVID-19 testing for Medicaid Members, when such collection or testing is in compliance with the Governor’s Executive Order #202.24. 

* For Pharmacies- do not bill for Specimen Collection. Reimbursement includes the COVID-19 testing and specimen collection. Furthermore, if the Pharmacy is receiving payment from another insurance for COVID-19 testing or lab specimen collection, the Pharmacy SHOULD NOT bill NY MEDICAID.

EmblemHealth (NY)- updated medical billing and coding for COVID-19 specimen collection

Effective 07/01/2020-

Medicare and Commercial:

Effective for DOS 03/01/2020 and thereafter

 These codes should only be used when the provider or facility is NOT running the test.

+Providers should bill 99211-CS for collecting specimen in the office setting.

+Independent clinical diagnostic laboratories should bill G2023  or G2024 (for patients that are homebound, in skilled nursing facility)

+Outpatient Hospitals should use C9803 to code for symptoms assessment and specimen collection.

Medicaid:

Effective for DOS 05/01/2020 and thereafter (consistent with NY Medicaid billing guidance)

+Practicioners and Clinics should bill G2023  or G2024  -this code should be bill ONLY when NO OTHER service was given to the patient on that particular DOS AND the provider is NOT billing for Laboratory COVID-19.

+ Independent Laboratories (POS 81) are NOT reimbursed separately for specimen collection

Code Definitions:

G2023  – Specimen collecton for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) (coronavirus disease [COVID-19]) by a laboratory on behalf of a home health agency, any specimen source

G2024 – Specimen collecton for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) (coronavirus disease [COVID-19]) from an individual in a skilled nursing facility by a laboratory, any specimen source

C9803  – Hospital outpatent clinic visit specimen collecton for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) (coronavirus disease [COVID-19]), any specimen source

99211-CS – Use for specimen collecton in the physician ofce for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) (coronavirus disease [COVID-19]), any specimen source
