Proper billing for PCA or CDPAS services: Healthfirst

If you are a NY agency that provides PCA and/or CPAS services to 2 or more members in the same household, then this blog post is for you!


What are shared services?

Services that are provided for 1 or more member that reside in the same residence and receive PCS/CDPAP services at the same time. Examples may include but not limited to:

  • Meal preparation
  • Laundry
  • Grocery Shopping

For DOS 4/6/26 and thereafter Healthfirst may designate a portion of authorized hours as “shared services”.


The total hours authorized will not change- however a portion of the total hours will be allocated as “shared services”.


Proper billing for shared services:

  • PCA services code with a modifier U2
  • CDPAS services code with modifier U7
  • CDPAs should follow PPLs billing and coding guidelines
  • Providers should not bill 1 hour of shared services for 1 member and then another member at a different time
